Modern scientific approaches to the formation of effective financial mechanisms for education are substantiated; the influence of the effective use of financial resources in the sphere of education on the development of the human potential of the country has been proved; methodological approaches to assessing the effectiveness of school education funding have been improved by identifying the main factors that affect performance, such as: dividing total education costs into individual categories, choosing a method of financing education and defining the principle of building a system of indicators to evaluate the effectiveness of funding; a methodology for evaluating the effectiveness of secondary education funding and the potential of optimizing the network of educational institutions is proposed.
