Procedures were developed for determining the location and establishing a route based on the results of the arrival of vehicles in certain segments. The method was developed for predicting the arrival time of vehicles based on the average indicators model and the means of reprocessing information based on the Kalman filter. The reliability of the developed method is 95%. The method was configured by calculating the average vehicle speed for each segment separately, without taking into account the results of calculations on previous segments. After adjusting the basic method, a result was obtained, where the average absolute error is 4.47% as compared with the deviation from the actual time of stay of vehicles at city stops, which increases the reliability of the predict by 2.6%. The hardware-software complex for ensuring the functioning of the urban transport monitoring system was developed, built on the principle of Intelligent Transport Systems and the concept of the Internet of Things, which allowed to implement procedures for continuous automatic collection, transmission and analysis of data obtained from GPS sensors, and to improve the accuracy and reliability of predicts.
