The object of study is an ordered set of disparate elements or parts of urban transport that interact with each other and with the environment, combined together and functioning to achieve common goals. The main functions of facility management are planning, accounting, analysis, control and regulation. Execution of management functions is entrusted to the management staff, which includes services and departments that perform certain functions: planning department, finance department, accounting, sales department, supply, etc. The set of interconnected bodies performing private management functions determines the organizational structure of the management system. The purpose of the work is to develop transport systems in the urban environment with the subsequent allocation of strategic, tactical (functional) and operational levels. At the strategic level, decisions are made to achieve long-term goals. Here goals are defined, and long-term planning is carried out. At the tactical (functional) level, medium-term, current and operational-calendar plans are developed and the course of their implementation is monitored. At the operational level, the collection of primary information about all changes occurring in the object of management, its analysis and development of decisions aimed at achieving the goals and objectives set by the plans. Research method - modern mathematical methods and computer technologies that allow the decision maker to solve poorly structured problems, and those that require the processing of large amounts of information to find sound solutions.
