The purpose of the work is to substantiate the recommendations for the implementation of tools for smart specialization of the amalgamated communities and to develop recommendations for intensifying cooperation of affluent territorial communities to include Kharkiv region in global networks and value chains. The key factors of strategic choice of competitive advantages at the level of territorial communities were singled out. Approaches to determining the social effect of projects of territorial communities were identified. Innovative aspects of the implementation of the strategy of choosing smart specialization at the local level were considered.
