The object of research is the mechanism of determining the smart specialization strategy of the amalgamated communities in Kharkiv region within the triple spiral “business – science –state” with the possibility of attracting EU structural funds.
The purpose of the work is to substantiate the recommendations for the implementation of tools for smart specialization of the amalgamated communities and to develop recommendations for intensifying cooperation of affluent territorial communities to include Kharkiv region in global networks and value chains.
The key factors of strategic choice of competitive advantages at the level of territorial communities were singled out. Approaches to determining the social effect of projects of territorial communities were identified. Innovative aspects of the implementation of the strategy of choosing smart specialization at the local level were considered. Diagnosis of the impact of the implementation of the smart specialization strategy development on the level of well-being of AH residents was carried out. A comprehensive assessment of human potential as a factor of balanced spatial and economic development. Recommendations for the implementation of tools to ensure smart specialization based on the study of organizational effects of spatial and economic development.
