Research methods are the following: questionnaires, interviews, methods of statistical analysis, SWOT-analysis, modeling, etc. Problems of competence development of public servants in Ukraine were defined. Peculiarities of using the methodology of design thinking to solve the problems of their professional activity as well as introduction of changes and innovations in public authorities were investigated. Two short-term in-service training programs were developed. The methodology of design thinking was tested in the process of transformative training of 233 civil servants (job categories “B” and “C”). Online survey of listeners testified to the expediency of its implementation. A new interpretation of the information potential of the Leadership Diamond model for assessing the personal qualities of project team members was proposed. In order to implement design thinking in IFNTUNG a survey and training of 16 teachers were conducted with the participation of KTU experts. These activities were accompanied by strategic sessions to address the problem of improving the educational environment. Based on the SWOT-analysis results the development opportunities for design laboratory, which will be created in IFNTUNG are identified.
