The current state, theoretical aspects of formation and functioning of intelligent control systems of different physical nature are studied in order to create a new synergetic model of functioning of intelligent control information systems during the first stage. A synergetic model of functioning of an intelligent control system based on agents with natural and artificial intelligence has been developed. The concept of fractal organization of intelligent integrated information system of project management is developed. The concept of system-synergetic approach to ensure self-organization of the hierarchical structure of the knowledge base and the main processes of the intelligent control system is created.
