Principles of creating diagnostic techniques for blind and children with visual impairments outlined and justified, visual material requirements for the work of a psychologist with blind children and with visual impairments, for the organization and for the process of carrying out diagnostics are developed. he main approaches of blind child education at an early age in the family are described. The mental and physical development of a blind child follows the same patterns as the development of a sighted child. However, the absence or significant limitation of visual incentives causes to specific features that are inherent in children with visual impairments. Сonceptual basis for the implementation of a personality-oriented approach in the education of blind children and children with visual impairments through providing appropriate ophthalmopedagogical and ophthalmopsychological conditionsfor a child with visual impairments in the educational space is outlined and justified.
