The purpose of the study: to theoretically substantiate, develop and experimentally test the content and new technologies of teaching children with hearing impairments in the context of educational reform. Research methods: theoretical: analysis of philosophical, psychological and pedagogical, methodical literature, study and generalization of pedagogical experience, comparative analysis. With the help of theoretical methods it is supposed to find out the state of the problem in pedagogical theory, to substantiate the theoretical principles of implementation of the new Standard of primary education, to determine the features of implementation and adaptation for children with hearing impairments. Empirical: methods of pedagogical and psychological diagnostics (psychological and pedagogical observation, questionnaires, surveys of students, parents, teachers of educational institutions, experts), analysis of student work and educational and methodological documentation, which will provide information about the problem in the practice of special educational institutions , institutions of innovative type with an inclusive form of education, as well as will evaluate the effectiveness of the study.
