The development of the national economy takes place in conditions of exogenous and endogenous risks, and therefore economic recovery requires leveling of socio-political and financial-economic crises, and its competitiveness directly depends on the synchronicity of investment flows in the real sector. It is important not only to find additional sources of funding and effective tools to attract private investment, to create a symbiosis of capital to increase the efficiency of its implementation, but also the formation of an extensive innovation infrastructure for innovation and investment activities at micro, meso and macro levels.
The development of the financial system of Ukraine on the basis of innovation and investment strategies takes place in conditions of permanent lack of tax sources to ensure investment and innovation activities, lack of state policy to attract investment resources, imperfection of domestic legislation in the field of innovation and investment, underdeveloped concession mechanisms, lack of investment multiplier mechanism to support highly efficient investment projects, ineffectiveness of budgetary discipline on redistribution of investment resources, underdeveloped stock market infrastructure, lack of implementation of GIPS standards by insurance companies for implementation of investment policies, etc.
