For the first time, an expert evaluation of the Vocational Education and Training Institutions masters labor functions, by the importance and frequency of use, assessing the level of readiness for their implementation. The list of general and professional competences, labor functions, necessary subjects and means of labor has been improved. The concept of "technology of Vocational Education and Training Institutions masters professional competence development " is clarified, the algorithm of technology designing is defined. The general directions of self-education of the Vocational Education and Training Institutions masters are separated, the information on methods of self-education is generalized. Structural (purpose, pedagogical diagnosis, methods, objects of diagnostics, subjects of diagnostics) and functional components (tasks, functions, types of diagnostics, directions of diagnostics, principles of diagnostics) of development of professional competence pedagogical diagnostics system are developed and substantiated. Further development was gained about the peculiarities of the professional and pedagogical activity of the the Vocational Education and Training Institutions masters in modern conditions.
