Conceptual approaches to the creation and functioning of MEI: regional approach, democratic approach synergetic approach organizational and structural approach. Trends and key ideas of decentralization of management of reference educational institutions in the conditions of an educational district and MEI are identified. Clarified the conditions and factors, mechanisms and features of the reference educational institutions creation and their functions in the new regional educational network, the specifics of management activities in the context of decentralization, and signs of MEI variability. The concept of trust formation based on child (human) centrist and trust-partner principles of threevector innovative development of the school is developed: "School of trust formation" – "School of Public Trust" – "School of trust culture". Theoretically substantiated and developed a conceptual model of the reference educational institution as a complex socio-cultural system based on the principles of child (human) centrism and submodels: a conceptual model of the state-public Management System MEI and a complex management mechanism and a submodel of its resource support; a conceptual-information model; a factor-criterion model for evaluating the effectiveness of information support management of the organizational mechanism of the reference school; a conceptual model of multi – vector human – centered development of the MEI as a socio-cultural three-tier system "child-reference school-community" based on Trust Principles and submodels of this system.
