It has been substantiated that changes in strategic goals in the development of education are a consequence of changes in the political course of the state, thou the struggle for power in the country causes sometimes unmotivated changes in the activities of the MESU which chaotizes the reformation processes. It is substantiated that without a philosophical understanding of the global predictive functions and technological capabilities of education, it is difficult to count on a full-fledged development of a strategy and policy in the field of education, and pedagogy is able to determine only the goals and objectives of education in the spirit of recipe. It has been proved that philosophy is not only a conceptual core, but also a creative platform, on the basis of which both a new understanding of a person and a new image of education should be formed. It was found that in 2003-2004 the organization of specialized education in the Ukraine senior secondary school began only in those schools where there was a readiness for it. Use of various forms of the differentiation of the curricula in senior secondary school began in 2 ways: as interschool (profile classes, training according to individual curricula; dynamic profile groups (including different age groups); and as external - interschool profile groups; specialized boarding schools.
