The object of study - a set of socio-economic relations in the process of transformation of the national economy. The purpose of the study is to substantiate the theoretical and methodological principles and practical recommendations for ensuring the socio-economic development of Ukraine in a crisis and the dynamics of integration processes. Research methods - comparison, analysis and synthesis, induction and deduction, graphical, computational, monographic, generalization, systematization.
The importance of strategic planning as a systemic way to change management, to create a common vision of the future for all stakeholders of socio-economic development of a voluntarily united territorial community, creative process of identifying problems, agreeing on realistic goals and objectives to solve these problems. With proper methodological organization of the process, it should be considered as a powerful tool for uniting business leaders with government officials, which will have a positive impact on the local business climate, the competitive position of the community, while addressing a number of social issues; the political advantages and prospects of Ukraine's integration into the EU in the direction of forming mechanisms of political stability, democracy and security are determined. Strategic vectors of customs space formation have been formed, which should be based on institutional-organizational, innovation platforms and platforms of foreign economic integration and international cooperation.
