The purpose of work in the scientific substantiation of approaches, indicators and criteria for evaluating the development of scientific and innovative sphere. Research methods - a set of methods and tools used in domestic and foreign practice to assess the development of science and technology: systems analysis, general scientific methods (observation, analysis and synthesis, comparison and analogy, generalization and abstraction), monitoring, information analytics, biblio methods - and scientometrics. During the R&D, monitoring and research was conducted on: institutional, personnel, financial support of scientific and scientific-technical activities, results of scientific research and development, implementation of priority areas of science and technology development in 2019 according to the State Statistics Service of Ukraine, main managers of budget funds, organizations - executors of scientific works (according to the state registration of R&D and dissertations); the state of innovation and activities in the field of technology transfer, the implementation of priority areas of innovation; development of educational science, results of scientific researches, publishing activity according to indicators of world ratings and international scientometric databases; world trends in the development of science and innovation, approaches, indicators and criteria for assessing the development of science and innovation, the position of Ukraine on the indicators of international rankings.
