For the first time: the structural and functional restructuring of the public administration system in the context of modern changes is analyzed; the expediency of practical application is proved and the limits of use of innovative approaches - institutional, axiological, archetypal in methodological, methodical and organizational-technical procedures of the subject of research are outlined. Improved: methods of diagnosing changes in personal and social identity by refining it and adapting to the specifics of public administration; systematization of methods of interdisciplinary scientific public trust in the context of effective public administration. Has been further developed: specificity of the studied subject of modern society, which is that public trust is a type of value, which naturally legitimizes the management activities of public authorities.
