Improved: methodological tools for analysis and rating in the field of public policy for sustainable development of Ukraine and its regions to identify with the causal relationship of socio-economic problems that prevent the balance of decentralization processes and cause inequality; conceptual approaches to the formation of regional innovation policy by public authorities in the implementation of decentralization reform, which will allow a gradual transition of production in the region from an economy that imports technology to an economy that generates them and provides high incomes and growth of local budgets.
