Research object: organizational and economic relations in the process of modernization of public administration in the context of decentralization of public power, taking into account the principle of innovation. Research objective: deepening scientific and methodological principles and developing an innovative mechanism for creation a new model of public administration in Ukraine, taking into account European experience, determining from the standpoint of a systematic approach to its components and the relationship between them, and forming scientifically sound proposals for promising areas of decentralization. For the first time: developed a conceptual vision of the mechanism of modernization reforms in compliance with the principles of good governance, the use of innovative approaches (cluster, cooperative, public-private partnership, inclusive) within which different types of innovations are implemented; modern competence components of information and analytical support of public administration of regional development in the conditions of its modernization are revealed, which will promote effective implementation of the process of digitalization of economy and society. Improved: methodological tools for analysis and rating in the field of public policy for sustainable development of Ukraine and its regions to identify with the causal relationship of socio-economic problems that prevent the balance of decentralization processes and cause inequality; conceptual approaches to the formation of regional innovation policy by public authorities in the implementation of decentralization reform, which will allow a gradual transition of production in the region from an economy that imports technology to an economy that generates them and provides high incomes and growth of local budgets.
