An electronic survey of young IT specialists of Ukraine was conducted in March-June. The survey coincided with the beginning of total quarantine through Covid-2019 and did not provide enough respondents (32) to consider the sample representative However, the prepared infographics were used in the analysis of qualitative methods. It was decided to increase the volume of qualitative research in-depth interviews. The low number of respondents is also due to the fact that IT workers regularly undergo similar surveys from HR managers.
17 in-depth interviews were conducted with IT specialists (small and large companies) and IT workers (HR-manager, recruiter), including abroad (Belarus, USA) and specialists from the Kibcenter. Most on complete anonymity. Good social status, high professional indicators and demand of Ukrainian IT specialists on the world labor market have been established. But there is also a widespread use of the gray scheme of "employees registered as entrepreneurs" to avoid taxation. Neutralization of the gray scheme and creation of conditions for IT startups are the basis of the recommendations.
In March-October, an electronic survey of young scientists from all over Ukraine (579 respondents) and 1focus groups (Chernihiv) was conducted. Based on these interviews and a quantitative survey, an analysis was prepared on the current state of the community of young scientists in Ukraine. The financial factor is key to the impact of young scholars on migration intentions and improving academic mobility. The materials were sent to the Committee of the Verkhovna Rada of Ukraine on Science, Education and Innovation.
The criteria for the success of Ukraine's future policy on the interaction of IT science and private IT industry should be the usual situation when a junior or middle IT company will consider entering graduate school at the University or Kibcenter of NAS of Ukraine, and institutions will have joint development projects with business.
