The aim of the work is the development of theoretical and methodological principles for the study of the institutional foundations of public management of the quality of social services in the conditions of transformation of Ukrainian society. Results of work: 1. It is determined that state and mucipal institutions of social work, as a result of objective assumptions, most often occupy a monopoly status in the field of social services. In this context, the special place of the territorial centers of social services (provision of social services) is emphasized. Assessing the effectiveness of their activities was directly related to the quality of these services. 2. It is proved that the criterion for the availability or continuity of its receipt has a significant impact on the assessment of the quality of a social service. In turn, the service safety criterion is disclosed through the prism of the impossibility of inflicting moral, physical and material losses on the consumer during the receipt procedure. In this context, it was emphasized that the ideal reflection of the quality of social services is a situation in which clients' expectations coincide with the standards of performance in the institution of social work or services. 3. In the course of a sociological study, it was found that the material support for users of social services at home is at such a level that it is only enough to provide basic or vital needs. Due to health complications, they are isolated from society, have underestimated requirements for the quality of their own lives. It has been found that due to the lack of commercial benefits for providing these services, home-based social assistance departments at territorial social service centers (providing social services) are almost monopolists, and social workers are perceived as almost the only assistants and signalmen with the outside world.
