The republican, regional, and regional state security bodies and the police had the competence to persecute of certain social and national groups of the population of the USSR. NKVD of the USSR played a major role in carrying out punitive actions of the Great Terror. Against the background of corporatism and state privileges, employees of NKVD were not in doubt about the correctness and necessity of political repression to ensure the peaceful existence of the socialist state. As part of the extrajudicial instances of state security, they performed the roles of investigators, judges and executioners. This meant that they had freedom and abused it due to their authoritarian thinking, sadism, careerism, personal arbitrariness and manipulation at all levels. In addition there was total control. Three universal strategies of defense used by former members of the NKVD of the USSR / USSR have been identified. The first strategy was to deny personal responsibility for any violations of "socialist legality". Chekists declared that the head of the department, others employees or even the head of the People's Commissar of Internal Affairs of the USSR as well as local party bodies were responsible for crimes. The second strategy of defense was to deny guilt and responsibility for the crimes committed during this period especially violence and falsification of investigation documents. Very often officers believed that the end justifies the means. The Chekists partially took the blame for crimes, but in the same time they believed in the great purpose of fighting the "enemies of the people" and their own actions. The third Chekists’ strategy of defense was to demonstrate their political loyalty. Tht arrested NKVS officers declead that they always were loyal "Stalinists" and stripped the ideas of the communist regime.
