Research methods are the following: questionnaires, interviews, methods of statistical analysis, modeling, etc. The specifics of assessment, training and development of public servants are researched, recommendations on the use of design thinking methods are given, taking into account the properties of the public sector. The six-stage process of application of design thinking in the professional training of public employees, development of students' intercultural competence, and international certification of personnel of oil and gas companies has been tested. The 3S-leadership model based on the principles of design thinking and oriented to the introduction of changes in the system of public administration and management has been substantiated. An international scientific and practical conference "Competence Development in the Public Sector: European Standards and Perspectives" was held. To ensure the sustainability of the project an experimental Laboratory of Intellectual Development For Empowering Regions "LIDER" was created for enhancing the competence of regions. In cooperation with Lithuanian colleagues, training and methodological materials on the use of design thinking methodology were prepared in order to spread the experience of implementation of the R&D project.
