Methodology and tools for integrated health care in the region is developed. A logarithmic model of the relationship between the level of public health and economic, social and behavioral determinants of economic development, a model of consumer behavior in the segment of healthy products are developed. A descriptive model of the formation of the sign space of behavioral, social and economic-legal dimension of the health care sector has been developed; a system of markers and roadmaps for reforming the public health system have been built; a four-pole barycentric model of balance of targets formed under the influence of social, economic, behavioral determinants of economic development, and factors that determine the effectiveness of the health care system have been developed
