Institutional bases of development of financial and budgetary regulation of economy are substantiated proceeding from necessity of adaptation of set of mechanisms of functioning of system of financial and budgetary regulation to conditions of development of financial and economic environment and cyclicity of economic processes that will give the chance to provide effective influence It is substantiated that the financial and budgetary strategy promotes strengthening of general fiscal discipline and mutual coordination of financial and budgetary policy with strategic goals of social and economic development of the country on the basis of complex combination of long-term directions and tasks of public authorities and local self-government.
