Dichek). For the first time, basing on the discourse analysis, the strategic goals of Ukraine for the development of the national secondary school are systematically summarized accordingly to chronotope, the most significant trends of this process are highlighted and characterized. The hierarchical model of global and state strategies for the modernization of education, as well as local (sectoral) trends, is created. The role of the Ministry of Education and Sciences of Ukraine as one of the key developers and organizers of the implementation of new paradigm tasks of the school (inclusive education, New Ukrainian School) is characterized. It is substantiated that changes in the strategic goals of the state in the development of school education are correlated (in a hierarchical sequence) with changes in the global dimension, with European priorities, with the internal political course of the state, which is influenced by the internal political struggle for power. It causes turbulent, not always balanced processes that make the Ukrainian reforms of school education chaotic. It is proved that philosophy is not only a conceptual core, but also a creative platform, on the basis of which a new understanding of a person and a new image of education should be formed. It was found that the negative trend of insufficient state financing of the educational sector, which has been recorded since the beginning of the period of independence, continues to hinder the implementation of the proclaimed educational modernizations (complete digitalization of schools, elimination of differences in the quality of education of urban and rural students, ensuring equal access to education, including the final implementation of the program.
