The purpose of investigation is to develop new and improve existing methods of ap-proximation and optimization. The methods of the investigation are the modern methods of the function theory, the approximation theory, the optimal algorithm theory, mathematical and functional analysis. The results of investigation are the number of exact inequalities, The one-sided analogues of earlier estimations of the pointwise approximations to the classes of singular integrals by algebraic polynomials, the homologies of the spaces of the complex-valued generalized perfect splines.
