The object of research is the process of implementation of conceptual strategic and defense planning documents. The purpose of the work is the scientific and theoretical substantiation of recommendations for the implementation of conceptual documents of strategic and defense planning. The study of the second stage of scientific research work (GDR) was based on the principles of a systematic approach and was conducted using generalogical, general scientific and theoretical scientific methods, in particular: analysis, synthesis, observation, formalization, comparison, classification and generalization. According to the results of the analysis of theoretical and methodological foundations for the implementation of conceptual documents in the defense sphere, domestic experience of implementation of normative documents in the field of public administration and the experience of implementing strategic planning documents in NATO member states, methods are developed and substantiated recommendations for the implementation of conceptual strategic and defense planning documents in the Ministry Defense of Ukraine and the Armed Forces of Ukraine. Scientific novelty is to develop a model of defense management in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, substantiation of the methodology of implementation of conceptual documents of strategic and defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, developing methodological recommendations for the implementation of conceptual strategic and defense planning scheduling planning in the Ministry Defense of Ukraine and the Armed Forces of Ukraine.
