The research substantiates the hypothesis of the need to transform the system of regional markets for effective use of the potential of the territory based on the study of economic, social, cultural, technological and infrastructural factors of regional development. The study is based on the concept of marketing approach, which allows to identify consumer needs, identify ways to meet these needs and coordinate transformation processes. Based on the results of this work, a number of theoretical generalizations and practice-oriented conclusions were made, specific proposals were made to local governments, higher education institutions, public organizations and businesses.
