A theoretical concept of the transformation of water resources as a factor of production into an economic asset of territorial water management complexes has been developed, within which the basic principles for organizing a system of financial support for the expanded reproduction of water capital, based on the basic provisions of the theory of institutionalism and the concept of value-oriented management, taking into account the key dominants of sustainable development, have been determined. A methodology for the formation and calculation of a system of indicators for assessing the effectiveness of water use in industry, housing and communal services and the reclamation complex is proposed, which allows assessing the water supply of the main sectors of the economy, the level of food security, the degree of implementation of plans for integrated water resources management and identify possible socio-economic and environmental scenarios. water policy. The process of formation of the institutional environment and the introduction of mechanisms for financial and economic regulation of water use are considered.
