The study proposes to systematize possible strategies for the effective functioning of modern higher education institutions, including in the list of functional strategies such as the strategy of educational activities; scientific and scientific-technical activities; innovation activity; international activities (internationalization); staff development; marketing activities; financial activities, etc. Domestic and foreign experience of development and state regulation of higher education institutions has been studied. The study of the European experience of public administration and its critical rethinking for the formation and development of Ukraine's competitive industrial potential is described. It is proposed to expand the structure and powers of this unit in order to form an effective energy policy of Ukraine, taking into account the European vector of development. A multilevel model of formation and use of customs urgent instruments in the process of export-import activity of enterprises taking into account European integration challenges has been developed.
