The purpose of the study: scientific substantiation of the content of education of children from early, preschool and primary school age with intellectual disabilities and development of program-methodical and correctional-developmental support of its implementation in the context of competence approach and implementation of NUS reforms. Research methods: Theoretical: analysis of psychological and pedagogical, methodological literature, study and generalization of pedagogical experience, comparative analysis. Empirical: methods of pedagogical and psychological diagnostics (psychological and pedagogical observation, questionnaires, surveys of students, parents and teachers of educational institutions), analysis of student work and educational and methodological documentation. Research results and their novelty: The educational directions of the program of development of children of early and preschool age with PIR which have difficult defeats of intellectual, sensorimotor, speech, personal spheres of development are developed and tested. Didactic and methodological approaches to the typology of educational difficulties and identification of educational needs (including intellectual and physical disabilities) have been developed, which include determining the level of assistance to students and methodological support for children's learning in different learning conditions. Areas of application of research results: areas of application: special pedagogy, special psychology; educational and rehabilitation centers, special educational complexes, centers of social and psychological rehabilitation of children and youth with disabilities, inclusive educational institutions, IRCs of different regions; training courses.
