The purpose of research is to substantiate the theoretical and methodological foundations for ensuring the communication accessibility of educational environment for hearing impairment persons. Research methods: theoretical (analysis, classification, modeling), empirical (observations, questionnaires), mathematical and statistical methods, quantitative and qualitative analysis. As the results of research at the first time were: theoretically substantiated the concept of communicative accessibility of the educational environment for hearing impairments learners; offered the criterion for evaluation the level of communicative accessibility of educational environment – as a measure of conformity of actual communicative conditions of educational environment and actual communicative possibilities of the hearing impairments learner; determined the notions: "communicative accessibility", "communicative conditions", "learner communicative capabilities", "communication barriers", "communication needs"; proved the dynamic nature of the special communicative needs system of hearing impairments learners, which determines by individual and environmental factors; proposed classification of communication barriers that arise in the educational process of hearing impairments learners by distinguishing three classification categories: language, speech, adaptation barriers; substantiated the classification of communicative needs by distinguishing into individual and group/collective communicative needs of hearing impairments learners; developed an algorithm for providing individual communicative needs of hearing impairments learners; developed technology of additional communicative support as an activity to eliminate communicative inconsistency.
