The concept of implementation of institutional changes of modernization content in the context of behavioral models of enterprise development, including taking into account the effects of unobserved economic processes. The nature of economic behavior during the activity of domestic market agents created with the participation of non-residents and / or closely cooperating with them is determined, and on this basis new effective regulatory tools in the context of international business environment and export-import operations are proposed. Provisions on modernization of the institutional environment of Ukraine at the organizational level based on the use of the potential of behavioral models have been developed.
