The object of research is an ordered set of disparate elements or parts of transport in conditions of crises and risks, which interact with each other, are united together and function in order to achieve common goals. The main functions of object management are planning, accounting, analysis, control and regulation. The performance of management functions relies on the management apparatus, which includes services and departments that perform separate functions: planning department, financial department, accounting department, sales department, supply, etc. The set of interconnected bodies that perform private management functions determines the organizational the structure of the management system in conditions of crises and risks. The purpose of the work is the development of transport systems in the conditions of crises and risks with the further allocation of strategic, tactical (functional) and operational levels. At the strategic level, decisions aimed at achieving long-term goals are made. This is where goals are set and long-term planning is carried out. At the tactical (functional) level, medium-term, current and operational-calendar plans are developed and the progress of their implementation is monitored. At the operational level, the collection of primary information about all the changes taking place in the management facility, its analysis and the development of decisions aimed at achieving the goals and objectives set by the plans are carried out. The research method is modern mathematical methods and computer technologies that allow the decision-maker to solve loosely structured tasks, and those that require the processing of significant amounts of information to find reasonable solutions in the conditions of crises and risks.
