The purpose of the work - theoretical and methodological principles of structural transformations of the economy of Ukraine.
Research methods - economic-statistical analysis, scientific abstraction, unity of historical and logical, complex analysis, modeling, economic-mathematical and graphic, normative and positive analysis.
The peculiarities of theoretical and methodological bases of structural transformation of Ukraine's economy on the example of development of smart cities and the most important branches of the national economy, namely: housing and communal services and construction industry are determined. The main components of smart governance are identified, including government organization, citizen participation, and the use and development of technology. Approaches to the definition of a "smart city" have been studied. The world experience of smart cities development is analyzed. The place of information economy in the present is determined. The information-analytical principles of management of budgeting of territorial formations are substantiated. Modern aspects of economic development of business entities are identified.
