In the research process, methods of bibliometric and trend analysis (using VOSviewer v.1.6.10), methods of economic-mathematical modeling (SVN and simulation modeling, collaborative mapping, correlation analysis, cluster analysis) were used. Scientific and technical products provide new scientific and applied results: 1) a strategic map of stakeholders has been built, which will allow to form possible scenarios of interaction in the field of higher education based on the system of balanced indicators (BSC) and collaborative mapping; 2) a qualitative model of building and evaluating educational clusters based on SVN analysis was developed, which allows for a comprehensive assessment of stakeholders for a typical higher education institution, which is a necessary condition for the formation of educational clusters based on cooperation between educational institutions and their stakeholders. The basis of the SVN model was the Hub-and-Spoke model and the DSM matrix; 3) a system of criteria for stimulating the scaling of the cooperative model of the main institutions in the field of education is proposed for replication at the state level; 4) a road map for the implementation of the educational reform based on the coopetition model of institutional partnership was formed, based on the theory of coopetition, the creation of a coopetition model of institutional partnership, in which due to the development of market-coherent (involved subjects of the "infrastructure and technologies" block) and social coherent interactions (involved providers of educational services and the scientific and academic environment) ensure harmonization in achieving the goals of reforming the educational services market according to the targets defined in the reform strategy Product Description popup.authors Artiukhov Artem Ye.
