At the theoretical and modelling stage of the Fundamental Research “State-Public Management of Institutions of General Secondary Education on the Basis of Partnership Interaction”, a level term system was developed and its components (Subject, Normative-Imperative, Procedural) on the research issues were characterized. It is proved that partnership is a phenomenon of a democratic society, the essence of the basic terms of State and Public Management of the development of General Secondary Education on partnership principles is revealed; the types of partnership in the field of Education on the subject basis of division, levels (Primary, Secondary, High) and stages of organization and development of partnership interaction in institutions of the General Secondary Education (the stage of mutual adaptation, the stage of trusting relations; the stage of creative interaction) are proved; the values characteristic of the practice of partner subject interaction are revealed; the conditions for effective implementation and formation of partnership interaction in General Secondary Education, in particular, are given. The system of State-Public Management of Institutions of General Secondary Education on the basis of subject partnership interaction and features of management of Educational Institutions of various types and subordination is theoretically justified, modelled and tested in practice: the content of legislative support for State-Public Management of Educational Institutions on the basis of partnership interaction and the creation of organizational and legal conditions for its implementation in domestic and foreign practice is revealed; the article highlights the features and state of State-Public Management of Institutions of General Secondary Education on the basis of partnership interaction in the conditions of development of local self-government.
