Transit countries like Ukraine, despite the low level of development of political consciousness and political culture of the society, weak institutionalization of the party system and civil society, low institutional capacity of the state, in the presence of political will of the ruling class by involving the mechanisms of constitutional engineering and choosing the optimal ones for the country, and not only for certain pressure groups, political institutions (rules of the game) it is possible to "pull" the country into a more civilized state. However, this requires an inventory of the formal (constitutional) and real (political practices) state of the political system. Therefore, this work analyzed the actual state of the political system of Ukraine – its institutional, regulatory and legal and informational and communicative subsystems. On the basis of the conducted research, systemic and situational problems in the functioning of the political system were identified and recommendations aimed at its rehabilitation were formulated.
