Convincing evidence is provided that it arose and gained exceptional effectiveness due to the initiatives of key stakeholders: enterprises and institutions that are interested like no other in attracting to work specialists with a high level of professional competences, school graduates who are well aware of the defining trends that are being followed industry, governments and local governments. They, in turn, are convinced: education of young people helps their progress, creates the basis for success in life. Both in terms of employment and from the point of view of social integration. It was concluded that the creation and continuous improvement of the institutional foundation under the structure of dual education is the first of the defining features of the phenomenon that was in the center of our attention. The second important lesson: the condition for the implementation of educational and professional programs on the basis of duality is the readiness of business and the leadership of local territorial communities to allocate reasonable funds for the implementation of relevant projects.
