Financial and economic factors of the development of higher education institutions (HEIs) in the conditions of Russia's war against Ukraine, tools for managing the potential of HEIs, quality and efficiency of educational activities, state financial policy in the field of education and science, convergence with the European educational system in the context of ensuring the competitiveness of HEIs of Ukraine. The object of the study: the process of forming the potential of higher education institutions in the conditions of integration into the European educational and research space. The subject of the research is the theoretical and methodological provisions and practical tools for managing the potential of higher education institutions of Ukraine in the context of integration processes. Purpose: to reveal the essence and determine the features of the economic potential of Ukrainian higher education institutions in the conditions of integration into the European educational and research space; to investigate the nature of the relationship between the level of economic potential and the competitiveness of higher education institutions; determine the conditions and develop proposals for improving the state financial policy in the field of higher education. As a result of the conducted research, the following provisions were further developed and improved: the system of factors that determine the state and trends of the development of higher education institutions of Ukraine at the current stage; the algorithm of the process of managing the potential of higher education institutions; a scientific approach to the formation of a higher education strategy; conceptual provisions for the implementation of the PPP mechanism in the educational sphere; prerequisites for the convergence of Ukrainian and foreign universities to realize the goals of the post-war reconstruction of Ukraine.
