Theoretical results of the study. These results are as follows: 1) elaboration of the conceptual and constitutional foundations of decentralization of power, taking into account domestic and foreign scientific achievements, international standards in the field of local self-government; 2) elaboration of the peculiarities of functioning of local self-government under martial law and improvement of legal regulation of the systemic and structural organization of power under martial law, its organizational, functional, material and financial, personnel aspects; 3) analysis of the legal aspects of digitalization and use of electronic tools; 4) identifying the advantages and risks of decentralization of power in post-socialist countries, determining the optimal model for Ukraine for the division of tasks and functions of a public nature between authorities of different levels; 5) determining the content of the state regional policy, taking into account the provisions of the State Strategy for Regional Development for 2021-2027 and in the context of modern concepts and trends of regionalization; 6) determining the peculiarities of systemic, structural and functional reforms in the field of local self-government in foreign countries, developing proposals for improving the practice of community amalgamation and inter-municipal cooperation in Ukraine; 7) analyzing problematic issues of implementing the principles of decentralization in the national legislation of Ukraine; 8) formulating proposals for the transfer of tasks, functions, powers, responsibilities of public authorities to the local self-government.
