Purpose: creation of new information technology and tools for modeling and forecasting the development of territories in decentralization, implementation of systematic research in the management of socio-ecological and economic systems, development of methodological foundations for building a prototype computer program to solve problems of forming capable, investment-attractive territorial communities, determining development priorities, location of production and infrastructure, forecasting economic growth and balanced development of individual territories. Development of new theoretical bases and mathematical models of analysis of nonlinear nonstationary processes and procedures of their structural-parametric adaptation with the use of statistical data. Creation of methods for modeling and risk assessment using data mining for further use in decision support systems of local governments and public administration.

A methodology for modeling and forecasting the development of territorial communities under conditions of significant non - stationarity and uncertainty has been developed, the basis of which is an adaptive-optimization approach to modeling and forecasting nonlinear processes using regression, generalized linear and probabilistic-statistical models in the form of Bayes networks. Mathematical models, methods and algorithms for solving the problems of synthesis and analysis of hierarchical communication networks of regions and territorial communities and a set of measures for information and analytical support and automation of decision-making procedures in the management of traffic flows have been developed.
