The topic of the scientific research is aimed at solving the actual scientific and practical problem regarding the creation and development of theoretical and methodological provisions for the synthesis of information and communication technologies for the management of intellectual resources to support the synthesis of effective operational and strategic decisions under multi-criteria, uncertainty and risk taking into account the specifics of the problem to be solved and the format of the input data. The object of scientific research is the processes of obtaining (synthesis), accumulation (storage), processing, transmission and analysis of strategic and operational information (analytical and statistical data, expert knowledge), which are formed under complex forms of uncertainty, multi-criteria and risk. The subject of scientific research is the latest innovative information and communication technologies for managing intellectual resources to support decision-making by operational management. A set of mathematical models and methods of intellectual analysis, structuring, formalization (representation) of data and expert knowledge, which are formed under different types of ignorance, multicriteria and risk and is the basis for synthesis of information and communication technologies have been proposed. The proposed information and communication technologies have been implemented as part of intellectual support systems for the adoption of management decisions and analytical systems for intelligent data processing solving a problem of monitoring management decisions. Mathematical models and methods of synthesis of individual and group management decisions under multi-criteria, multi-alternativeness, complex forms of uncertainty based on the mathematical apparatus of probabilistic inference, the theory of evidence, the theory of plausible and paradoxical reasoning, rough set theory, fuzzy logic, and robust statistical evaluation procedures have received further develo
