The implementation of the development is due to the need to develop national standards that are identical to the corresponding harmonized European standards, with the aim of implementing the provisions of Article 17 of the Law of Ukraine "On the Provision of Construction Products on the Market", which implements EU Regulation 305/2011, and preparing Ukraine for signing the AСAA Agreement (in terms of construction products), which is stipulated by the Ukraine-EU Agreement.

At the first stage of development analytical research of valid regulations, technical documents, results of scientific research and experience of use of valid national standards is carried out and terms of reference for develop by translation method 3 national standards for ventilation of buildings and heating systems (with an identical degree of compliance with European standards) (further – 3 ND) are compiled, agreed and approved. The first editions of 3 draft ND and explanatory notes to them are developed. The notices on the development of the first review of 3 ND are sent to the National standardization body.
