The object of research is the relationship between the main units (prevention, response) and auxiliary units of the SES to improve the efficiency of performing the tasks. The purpose of the study is to create effective prerequisites for a qualitative determination of the relationship between the main units and auxiliary units of the SES and to substantiate the procedure for determining the staffing of the SES. Scientific research was carried out using the analytical method, probabilistic methods, the method of analysing statistical data using the Grubbs criterion, and the method of expert assessments. The paper provides a list of methods that can be used to assess the number of personnel in the SES structural units, their advantages and disadvantages, and examples of their implementation.
