Yes, by order of the CMU dated 08.10.2022 No. 892-r "On the approval of the national plan of open science" an important step was taken in the introduction of a new, data-driven concept of open science, which makes it possible to ensure access to a wide range of scientific research. In Europe, this concept is implemented through EOSS - a virtual environment with open and publicly available services. In Ukraine, one of these services was the "Open Ukrainian Citation Index" (OUCI) developed by DNTB of Ukraine in 2019 - it is a search system and database of scientific citations that come from all publications that use the Cited-by service from Crossref. In the course of the implementation of the NDR during 2023, a number of studies and improvements regarding the functioning of the OUCI were carried out. One of the key goals of the NDR is to establish the exact number of scientific citations of scientists' publications; identification of the author, journal or institution; on the latest principles of providing access to reliable sources of publications contained in the lists of used literature; identification of publication data. Also, a set of measures designed to minimize technical errors and improve database indexing was carried out. Internal optimization of the OUCI search resource was developed and carried out. In this way, the result of the implementation of the NDR is the efficient and reliable operation of the OUCI system and the creation of conditions for its integration with the National Electronic Scientific Information System.
