Study of advanced principles of open access and improvement of the Open Ukrainian Index of Scientific Citations (OUCI). This is a search engine and database that calculates metrics based on open Crossref data, forms ratings of Ukrainian journals based on the number of their publications and citations, and enables tracking of publication activity and citations of Ukrainian scientists primarily in the socio-humanitarian direction.
OUCI represents an open research approach to the scientific process, ensures the rapid circulation of high-quality freely available information:
1. To process the sources of the project issues for the last 3 years.
2. Investigate the operation of the OUCI service since 2019. in terms of structuring and building an index model.
3. Analyze leading Ukrainian and international databases, implement the latest tools, approaches to working with metadata and search optimization of OUCI.
4. Investigate user issues, develop, test and integrate new modules, OUCI functions.

The implementation of the concept of open science is a current global trend, which has recently been actively implemented in Ukraine. Yes, by order of the CMU dated 08.10.2022
No. 892-r "On the approval of the national plan of open science" an important step was taken in the introduction of a new, data-driven concept of open science, which makes it possible to ensure access to a wide range of scientific research. In Europe, this concept is implemented through EOSS - a virtual environment with open and publicly available services. In Ukraine, one of these services was the "Open Ukrainian Citation Index" (OUCI) developed by DNTB of Ukraine in 2019 - it is a search system and database of scientific citations that come from all publications that use the Cited-by service from Crossref.
In the course of the implementation of the NDR during 2023, a number of studies and improvements regarding the functioning of the OUCI were carried out. One of the key goals of the NDR is to establish the exact number of scientific citations of scientists' publications; identification of the author, journal or institution; on the latest principles of providing access to reliable sources of publications contained in the lists of used literature; identification of publication data. Also, a set of measures designed to minimize technical errors and improve database indexing was carried out. Internal optimization of the OUCI search resource was developed and carried out. In this way, the result of the implementation of the NDR is the efficient and reliable operation of the OUCI system and the creation of conditions for its integration with the National Electronic Scientific Information System.
