The object of the study is the migration processes of Ukrainian youth and the loss of Ukraine's human potential. The purpose of the work is to develop a toolkit for economic and mathematical modeling and forecasting of migration losses of Ukrainian youth, which will allow to justify the mechanisms and means of the policy of regulating migration processes in the context of preserving the human potential of Ukraine. Research methods – causal, factor and content analyses; semantic, causal and systemic analysis; stochastic modeling of panel data using the method of random/fixed values ​​using Granger tests and the method of fuzzy logic; factor and comparative analysis, integral and index assessments; the Principal Components method and the temporal-spatial approach; sociological research and fractal modeling method; statistical and comparative analysis; SVAR method, VAR modeling, neural network modeling; data envelopment method (DEA); the "Gantt chart" method; game modeling (Brown-Robinson method); methods of institutional, systemic and structural-functional analysis. Results and their novelty: for the first time: methodological principles for analyzing the course of youth migration processes and their impact on socio- economic development and national security of the state, the ability of the national economy to recover have been developed; improved: methodological and applied principles of research on the interrelationships of the migration aspirations of young people and the preservation of the resource potential of the state; toolkit of state youth policy in the context of social protection and youth development.  Implementation of the results of the GDR.
