The object of research is underpayments in case of excesses of permissible deviations from the established norms during the acceptance of repair and construction works on public roads. The purpose of the study is to develop proposals for a mechanism for determining the amount of underpayment (“penalties”) for the most typical deviations from the requirements of building codes, regulations, and project documentation. Formation of a list of indicators by which underpayments can be determined, taking into account the possibility of acceptance of works with a certain excess of the permissible deviation. In the course of the work, proposals were developed to determine the amount of underpayment in case of excesses of permissible deviations from the established norms during the acceptance of repair and construction works on public roads.
