Theoretically substantiated the principles of low-carbon development of irrigated agriculture in the post-war period, taking into account climate change using the example of the regions of Ukraine and the context of ensuring food security, which is an integral part of the state agrarian policy: implementation of climate-oriented (carbon) agriculture and no-till agriculture; cultivation of cover crops (green manures) in crop rotations; scientifically substantiated fertilization system using the strategy of effective use of fertilizers; application of advanced practices for handling crop residues; restoration of agroforestry reclamation measures. Groups of instruments have been substantiated as components of ecological and economic and organizational and economic mechanisms, basic information has been formed for low-carbon restoration of irrigated agriculture in the context of ensuring an acceptable level of agro-ecological security, preservation of natural resources and their rational and environmentally safe restoration and use, taking into account climate change and adaptation principles.
